The paper explores how a ban on thin plastic bags in Kenya was introduced to address a visible environmental and reputational challenge. It is the first of three case studies exploring developmental policy reforms, demonstrating politically smart and learning-oriented ways of working within challenging political contexts. The cases investigate whether reform stories bear similarities to the development entrepreneurship approach, which has been successful in the Philippines.
