Engineering a new life

Rabel Marqus’ journey is a testament to the incredible possibilities that arise when determination meets opportunity. Hailing from Iraq, Rabel’s path to Mildura began with an online speed networking session hosted by La Trobe University—a moment that set the stage for a life-changing chapter.

After graduating with a degree in Water Resources Engineering in his home country of Iraq, Rabel faced the harsh realities of life in Iraq.

“The country wasn’t heading anywhere,” he recalls. “The security issues made it clear that staying wasn’t smart or safe for my family and I”

Following his father’s passing, Rabel and his family fled to Jordan, enduring two years as refugees while waiting for a humanitarian visa to Australia.

Rabel reflects he believes his upbringing, in a war torn country, has resulted in the ability to adapt, as second nature to him.

“In Jordan, refugees aren’t allowed to work,” Rabel says.

“But I was fortunate to meet someone who offered me a handshake deal. That job  helped support my family during those years.”

When the family finally arrived in Australia they settled in Melbourne and Rabel faced another challenge: transferring his skills to the local job market. That’s when the La Trobe University Permanent Resident Employment Program (PREP) came into his life.

“The program was a game-changer,” he says.

“It taught me the basics of project management—planning, scheduling, safety, and problem-solving—all through practical case studies relevant to Australia.”

Beyond technical skills, the program helped Rabel navigate Australian workplace culture, network effectively, and present himself with confidence.

At the program’s conclusion, a virtual networking event introduced Rabel to Lower Murray Water (LMW) - Mildura’s water corporation entity.

“When I saw Lower Murray Water on the list of participating organisations, I did my research,” Rabel explains.

“The more I learned, the more I realised their work aligned perfectly with my skills and goals.”

Armed with knowledge and enthusiasm, Rabel connected with senior managers at LMW, applied for a civil engineering role, and was offered a position on their Land Development team.

The move to Mildura was swift and transformative.

“I enjoy the healthier lifestyle here compared to the constant rush of city life,” Rabel shares.

“Instead of sitting in traffic for hours, I spend that time outdoors, exercising, or cooking meals at home. And having the Murray River just minutes away is a bonus.

Now three years into his role at LMW, Rabel reflects on the significance of the PREP program.

“The difference it made in my life cannot be understated. It paved the way for this opportunity and introduced me to a supportive community and workplace. It has been an incredible ride since the day I joined Lower Murray Water, in particular the people that I have met and have worked with throughout the past three and a half years, who continue to make work and life so much better every day.”

He emphasizes the importance of programs like PREP in unlocking the potential of skilled professionals.

“There are so many people in situations like mine—capable, hardworking, but lacking local experience,” he says.

“Programs like PREP give them a chance, and organisations like Lower Murray Water show what can happen when you take that chance.

“I currently lead the Strategic Planning team - a testament to the development opportunities at Lower Murray Water - but also growing up idolising my father and wanting to be an engineer like him, to now leading a team of engineers, is quite special.”

Rabel’s advice for others seeking a fresh start?

“Be ready to adapt and make the most of every opportunity. Good acts come back tenfold. My journey to Mildura has been proof of that.”
