Responding to the health needs of vulnerable groups often involves the development of programs specific to the groups' needs; however, given the demands on the health system and the need for services to be delivered in the most cost effective manner, it is important that specialist services for target groups are not only provided when required, but also that they continue to be viable and able to respond to new demands.
