In this subject students take a comparative approach to governance and planning law by comparing the planning systems governing land use and development across various states, then focusing on the relevant Acts and related legislation in Victoria . Topics covered include: planning as a process and the limitations of land use and development controls; the principles of judicial review of administrative action; scheme amendment; permit applications and applications for review; enforcement; and compensation for land acquisition and the impact of planning decisions. Students then focus on the formulation and implementation of planning policies and development controls on land in Victoria.
