Subject outline
In this unit students examine the United States statutory, regulatory, and decisional laws shaping the US federal government procurement process. This unit covers contract relationships between private party contractors and U.S. Federal, State, and local governments. In addition, the unit explores the federal appropriation process, bid and proposal preparation, contract award controversies before judicial and administrative tribunals, socioeconomic contracting policies and programs, suspension and debarment procedures, contract administration matters, and fraud and Qui Tam litigation. Throughout the unit, reference will be made to Chapter 15 of the Australia-United States Free Trade Agreement relating to Government Procurement.
