School of Public HealthPublic Health Practice - Research ProjectComprising Public Health Practice Units, including the China Health Program, and Public Health Law. Health Policy in ChinaNew Book in 2008 The book provides an authoritative survey of current issues and challenges relating to the process of making and implementing health policy in China. It brings together contributions from China, Australia, the United Kingdom and the United States of America. There are three sections focused on China: (1) Background, context and challenges; (2) Strategies, instruments and principles fo rmaking and implementing health policies; (3) Presents analysis of case studies of contemporary policy issues. This book arises out of a long-standing cooperation between La Trobe University, Peking Univresity and Harbin Medical University and will be the first of several such monographs. Health Policy Capacity Building in ChinaResearchers: Professor Vivian Lin, Dr Hongwen Zhao, Dr Hui Yang, Dr Zhiping Gong, Professor Stephen Duckett, Associate Professor David Legge, Dr George Liu, Dr Likun Pei, Dr Zhang Yan, Dr Ken Harvey, and other colleagues from partner organisations in China. Research Partners: Peking University, Sichuan University, Kunming Medical College, Peking Union Medical College Hospital, Chinese Government, World Health Organisation, Weifang Medical College, Ministry of Health, Ningxia Health bureau, Hubei Centre for Disease Control, Gangxi Health Bureau, Jiangsu Centre for Disease Control. Overview: Research PlanningCollaborative research with partner institutions such as Peking University and Sichuan University has generated a number of doctoral research projects, including that of Dr Hongwen Zhao, who with Professor Vivian Lin studied the implications for health policy and regulation of the transition to a market economy; Dr Hui Yang from Peking University who with Associate Professor David Legge studied priorities and strategies for the development of health information systems in China with a focus on regional planning; Dr Zhiping Gong, from Sichuan University who studied the application of Australian DRGs in China and in collaboration with Professor Stephen Duckett developed a DRG classification system for acute hospital inpatients in China; Dr George Liu, from Sichuan University who studied the development of community health services in Chinese cities; Dr Likun Pei, from Kunming Medical College who studied the workforce development for hospital administration in China, and Dr Zhang Yan, a surgeon from Peking Union Medical College Hospital who has worked with Dr Ken Harvey to explore strategies for improving rational antibiotic use by surgeons. Recent research interests have been extended to policy capacity building, health information infrastructure development, public health workforce development, health insurance reform, and rural primary health care development. Research fellows sponsored by the Chinese government and the WHO have been attracted to study with La Trobe, among whom including Professor Wei Li of Weifang Medical College in Shandong, Dr Chen Ningshan, Chen Guizhi, Li Meihong, Li Lin and Xue Puying from the Ministry of Health, Dr Xue Saifeng, Li Chunhong, Jin Shuli from Ningxia Health Bureau, Dr Yang Li from Hubei Centre for Disease Control, Dr Na Lin, Dong Baiqing and Meng Xiaoyu from Guangxi Health Bureau, and Dr Xiping Huan from Jiangsu Centre for Disease Control. China: Regional Health PlanningProfessor Vivian Lin has also undertaken research into regional health planning and the scope for integrating health planning into wider urban planning work in China. Regional Health Planning is an integrated, decentralised planning system that aims to coordinate health services to meet the basic health needs of the population and to ensure efficient allocation of resources to the health sector. As an integrated planning mechanism for the health sector, Regional Health Planning is a management tool to coordinate all resources and effects to address the current health development problems, in both urban and rural areas. An Interventional Case Study Health Policy and Financing in China (AusAID)Professor Vivian Lin is a Member of the AusAID Technical Advisory Group (TAG). At the request of AusAID, Professor Lin and Dr Hongwen Zhao provided a briefing report on developments in health policy and health financing in China since the AusAID China Health Sector Strategy was complete in mid-1999.
