School of Public HealthHealth Policy and Management - Research ProjectComprising Health Policy, Health Services Management, and Health Information Management China Health Policy and Capacity BuildingManagement, Training, Health AdministrationResearchers: Associate Professor David Legge, Dr Chaojie (George) Liu, Professor Pei Likun and colleagues Associate Professor David Legge and colleagues in the China Health Program have been increasingly involved in documenting and analysing some of the management and policy challenges involved in moving from a "planned socialist economy" to a "socialist market economy". For example, they have developed an innovative Sino-Australian jointly sponsored training program in health administration that integrates Western theories of and experiences in health administration with Chinese realities, particularly the ongoing practice of health reform. The program attaches importance not only to improving the theoretical level of health administrators, but also to cultivating abilities to solve practical problems in management, to developing strategies for active involvement in the waves of the reform, and to nurturing the spirit of lifelong learning and exploration in light of the challenges facing health administrators. The program is an attempt at a new mode of health administration in China. Policy capacity building has been one of the major focuses of the China Health Program. The program is undertaking research into policy training needs, the health insurance model, primary health care, rational use of drugs, and health information infrastructure in China. Several groups of senior officials and managers from China have studied with the program on issues such as government role in purchasing health services, health promotion program planning and evaluation, community health services development, control of non-communicable diseases, public workforce development, intergovernmental relation, health services regulation, and hospital administration. Associate Professor David Legge has also worked with Dr Chaojie (George) Liu, providing consultation to the health system development in Tibet for a project supported by AusAID.
