Linking Process for General Staff

Background

As part of the latest enterprise bargaining agreement the University is committed to implementing a process for linking of general staff in designated classification levels, consistent with the intent of clause 13 of the Structural Efficiency Agreement.

The linking of classification levels is designed to provide an organised and agreed process for managers to meet the needs of the University through career progression of staff whose positions are determined to be suitable for linking.

Eligibility and Criteria for Linking

The levels that are eligible to be linked are

The incumbent must be at the top incremental point of the classification level to be able to be linked. Please note that linking to the higher level is not automatic and that the following criteria needs to be met for progression to take place for levels 3 to 4, 5 to 6, 7 to 8 and 9 to 10:

  1. A requirement by the department to perform, or demonstration by the applicant of having performed in the current position, a range of duties which require the skill levels at the higher level (eg. multi-skilling), and
  2. The acquisition and satisfactory utilisation of new and/or enhanced skills and qualification requirements relevant to the higher level and which are required by the University; and
  3. Meeting established performance objectives as determined between the staff member and the supervisor, including the satisfactory completion of any required training as previously determined between parties.

The criteria for a staff members progression from HEO level 1 to HEO level 2 are as follows:

  1. They have the skill, achieved through training or experience, or a combination of both, to warrant such progression and
  2. They perform duties which require the skill levels at Level 2.

Staff Development Plans

If a staff member would like to commence the linking process they must complete a Staff Development Plan (SDP)in conjunction with their Line Manager.

The Staff Development Plan should describe:

  1. The changes to the position that will be required. These alterations must be discussed with and evaluated by Human Resources and meet the requirements of the higher linked level.
  2. The training and development the staff member is required to undertake and the management assistance that will be provided to the staff member.
  3. The means by which these requirements will be assessed and an accountability statement to reflect progress.
  4. The date that the Staff Development Plan will be reviewed.
