CWPM comments on the Samuel Review

In response to the Victorian government's review of the economic regulation of our water sector ('the Samuel Review'), the Centre for Water Policy and Management has published a short paper on the role of economic regulation.

It draws on events in Victoria and includes:

  • a review of the current regulatory framework
  • its strengths and weaknesses
  • a review of the key parts of the Samuel Review, which proposes a move away from a cost-focus to a price-focus
  • a summary and concluding remarks, highlighting the importance of protecting water infrastructure decisions from political pressures.
