Brief Profile
Professor Richard Tay is the Chair in Road Safety Management. Prior to joining the University, he was the AMA Chair in Road Safety and a Professor in Transportation Engineering in the Department of Civil Engineering and an Adjunct Professor in Injury Prevention in the Department of Community Health Sciences at the University of Calgary. He had previously held academic appointments at Nanyang Technological University in Singapore, Chinese University in Hong Kong, Lincoln University in New Zealand and Queensland University of Technology in Australia. He was also a visiting scholar in Sloan School of Management at Massachusetts Institute of Technology in USA.
His research and teaching involves the application of engineering, health, economics, management, marketing, psychology, criminolgy and statistical models to analyze road crashes and evaluate road safety policies and programs as well as the development, implementation and evaluation of multidisciplinary measures to improve road safety and reduce the social cost of road crashes.
He has published over 200 peer reviewed scientific papers and has served as the editor, associate editor, guest editor and editorial board member of several scientific journals including Accident Analysis and Prevention, Journal of Transportation Safety and Security, Journal of Advanced Transportation, Australian College of Road Safety Journal, Applied Health Economics and Health Policy, Open Transportation Journal, Canadian Journal of Transportation, International Journal of Sustainable Transportation, International of Transportation, Analytic Methods in Accident Research and Transportation Research.
Richard has been invited to speak, chair technical sessions, and serve as a member of the advisory committee for many national and international conferences in Canada, USA, UK, Australia, Korea, New Zealand, Hong Kong, Singapore and Bangladesh. He has been invited to be a member of many government panels, committees & task forces on road safety around the world. He was a member of the Alberta Traffic Safety Plan Advisory Committee as well as many of the subcommittees, He was a member of the Roundtable for Road Safety organized by Transport Canada and a member of the Standing Committee on Road Safety for Transportation Association of Canada. He is a member of the Safety Workforce Development Committee, Traffic Enforcement Committee, Policy Committee on the Supply of Demand of Safety Workforce, and Policy Committee on Lessons from Benchmark Nations for the Transportation Research Board in USA, as well as many government task forces in Australia, Canada, New Zealand, Korea, and Singapore.
He served on the Board of Directors of the Alberta Traffic Safety Fund, Centre forTransportation Engineering and Planning, Canadian Transportation Research Forum and the Van Horne Institute of Transportation. He still serves as an advisor to the Accident Research Institute in Bangladesh and the Korean Expressway Corporation.
Richard has conducted numerous private consultancy projects and in-house training for various government agencies, multinational corporations and non profit organizations around the world including Transport Canada, Alberta Transportation, Edmonton Police Services, City of Edmonton, City of Calgary, Korean Transportation Institute, National Police Agency of Korea, Australian Transport Safety Bureau, Queensland Department of Transport, Queensland Police Services, Queensland Taxi Council; Queensland Department of Main Roads, Land Transport Safety Authority of New Zealand, Christchurch City Council, Volvo Car Asia Pacific, Volkswagen Asia Pacific, Singapore Ministry of Trade of Industry, and the Economic Development Board of Singapore.
Some of his current and recently completed projects include development of crash prediction models, effectiveness of road safety review, black-spot identification methods, development and evaluation of speed controls, evaluation of pedestrian signals and crosswalks, reviews of school and playground zones, school bus safety, emergency vehicles collisions, developing an optimal strategy for the deployment of red light cameras, review of road safety messages on variable message signs, ageing drivers testing and licensing, intersection safety, effect of mandatory snow tire law, evaluation of bicycle helmet law, review of random breath testing, speed effects of median barriers, review of speed camera program, public transit safety and security, occupational safety of bus and taxi drivers, safety effects of neighborhood street patterns, roadside memorials, aggressive driving, hazardous material transportation with security concerns, air quality and truck related road safety, effectiveness of road safety campaigns, consumer demand for vehicle safety, speed indicator display, urban street form and public health, driver testing and licensing policies, computer games and road safety, hit and run crashes, etc
He has been awarded numerous research grants from competitive national research granting agencies like the Natural Science and Engineering Research Council of Canada, Social Sciences and Humanities Research Council of Canada, Australian Research Council, National Health and Medical Research Council of Australia, as well as government departments and multinational corporations like Transport Canada, Alberta Transportation, Capital Health, City of Calgary, Centre for Transportation Engineering and Planning, Queensland Transportation, Victorian Department of Justice, NRMA-ACT Road safety Trust, etc.
