Sino-Australian Forum on Health Reform
The Sino-Australian Forum on Health Reform was a leading event which brings together key health care professionals and managers from China and Australia to share experiences and solutions. The forum was supported by the Australia-China Council, which is part of the Department of Foreign Affairs and Trade of Australia. The forum was held in Beijing on 8-9th May 2010, coordinated by La Trobe University of Australia and the National Institute for Hospital Administration. The Forum attracted nearly 500 participants, including the alumni of the China Health Program of La Trobe University, hospital managers, community health managers, health officials and health research academics. International agencies in China, including the World Health Organisation, the Australian Embassy and the AusAID and its HIV/AIDS Facility (CHHAF) also attended the event.
Australia and China are facing similar challenges in developing an equitable health care services system, despite significant social, political and cultural differences between the two countries. There is an urgent need in both countries to reduce gaps in health services accessibility and health outcomes between rich and poor, urban and rural, and indigenous and non-indigenous people. Universal coverage of medical care services, coordination between primary care and hospital care, cost containment, and safety and quality of care are priorities in the agenda of the most recent health system reform in both countries.
China can learn from Australia's experiences in the past decades, in particular, the development of a universally accessible Medicare system. Meanwhile, Australian health policy practitioners can also benefit by thinking about health systems from a completely new angle through focusing on the problems, dynamics, scenarios and possible reforms in the Chinese health system.

中澳“卫生改革”论坛
中澳卫生改革论坛是汇集中澳两国高层卫生管理干部及其专业人员,交流分享改革经验的高级峰会。第一届论坛由隶属于澳大利亚对外事务与贸易部的澳中理事会赞助,由澳大利亚拉筹伯大学与中国卫生部医院管理研究所主办,于2010年5月8日、9日两天在北京举行。此次论坛吸引了500多名参加者,其中包括中国卫生项目校友、医院管理干部、社区卫生管理干部、政府官员和学术研究人员。国际驻华机构包括世界卫生组织、澳洲大使馆、澳洲发展援助署等代表也参加了论坛。
尽管中澳两国的社会、政治和文化背景不同,但两国在建设平等可及的卫生保健体系的进程中,却面临许多相似的挑战。两国都迫切地需要消除卫生保健可及性及健康结果之间存在的贫富差距、城乡差异和人群差异等。卫生保健的全面覆盖、初级保健和医院体系的协调、成本控制、患者安全与医疗服务质量等,是当下双方卫生改革面临和亟待解决的突出问题。
近些年伴随中国经济的快速发展,中澳两国之间的交流不断加深,双方在经济、社会各领域的合作也不断加强。澳大利亚的全民覆盖的卫生保健体制对于中国目前的卫生体制改革有一定的借鉴和参考价值。同时,中国在卫生体制改革中遇到的问题以及采取的应对措施,亦会给予澳洲的卫生体制研究者以全新的视角,审视其自身的体制改革。
