The Munchkins are completely powerless in the Land of Oz, especially against the magical witches. They are neither good nor evil characters, but are followers, obeying whoever is in charge. Therefore, they would sit neutral on the continuum scale between good and evil.

 

Similar to the Munchkins, the Winkies are powerless in the Land of Oz. Although they carry out the Wicked Witch of the West's evil plans, they are not bad people themselves.

However, it could be argued that they have small elements of wickedness, as they are willing to injure others and not stand up against the witch for what is morally correct, even if the price is death.

Therefore, the Winkies stand just past neutral, towards the evil end on the continuum scale for this reason.

 

The Winged Monkeys are powerless as they are slaves to whoever possesses the Golden Cap. They have no choice but to obey the owner's commands as they are under a charm.

The Winged Monkeys show both good and evil qualities:

For example, the Winged Monkeys proved to be very kind and helpful towards Dorothy and her friends by transporting them safely back to Emerald City after defeating the witch of the West.

On the otherhand, the Winged Monkeys complete malicious tasks under the Wicked Witch of the West's commands, like capturing Dorothy and the Lion.

However, both situations do not necessarily make the Winged Monkeys evil or good creatures. They have been put into a compromising situation, where the tasks they fulfill may either be good or evil depending on the nature of the person granting the three wishes.

Therefore, the Winged Monkeys would be neutral on the continuum scale between good and evil, as they have no control over their actions.
