A Pilot Study to Investigate if Wii video game use can improve health and wellbeing of middle and older age women
This pilot study aims to assess: whether Wii is an acceptable and feasible activity to use in a planned activity group (PAG); whether and how the use of the Wii video game improves social health and mental wellbeing of women over 60 years of age; the intensity and frequency of physical activity in older women while using Wii during a PAG.The study will include women over 60 years of age who attend the groups in Reservoir East Darebin Community Health Centre.

Residential respite is commonly advocated to provide stress relief for carers. There are, however, ongoing concerns from carers and debate in the literature about its overall efficacy, including the extent to which it has a disruptive impact on dementia sufferers. These questions have not yet been satisfactorily addressed by research. Measures will be taken with 20 carer-care recipient pairs at five successive time points, before, during, and after respite care. This study will use a novel methodology, focusing on the use of highly sensitive measures of the client's cognitive status (including orientation, attention, speed of processing and short-term memory). The assessment will also include semi-structured interviews, questionnaires, and assessments for both clients and carers, including measures of carer wellbeing and attitudes towards relinquishing care. Findings from this study will have important implications for the future planning and targeting of residential respite services.

Research on the inflationary effects on health costs of proposals to amend Medicare. An analysis of potential inflationary effects on health care costs for consumers associated with the Government's 'A Fairer Medicare', and the Opposition Proposal. This report presents an analysis of what, if any, inflationary effects on health care costs for consumers are likely to emerge from the Government's 'A Fairer Medicare' package, including incentives to practices that agree to bulk bill all concession cardholders, the capacity for non-concessional patients to pay only the gap at the point of service, the introduction of a new $500 safety net for concession cardholders, and the creation of a category of private health insurance for out-of-hospital costs where they exceed $1000; the Opposition proposal, including measures to increase the patient rebate to 95 per cent of the scheduled fee for bulk-billed services, and the introduction of incentive payments to encourage bulk-billing target rates in metropolitan, outer-metropolitan and rural and regional areas.

An Independent External Evaluation of the Good Sports Accreditation Program in Victoria
The Good Sports Accreditation Program (GSAP) was developed to address the issue of alcohol management in amateur sporting clubs. This was based on five years of research conducted by the Australian Drug Foundation in collaboration with a sample of clubs in Victoria. This research enabled the development of a program that was achievable by sporting clubs and relevant to their context. The Good Sports Accreditation Program was piloted in 2000. Following the success of the Pilot Program, the Good Sports Accreditation Program began state-wide implementation in Victoria, beginning in rural Victoria in March 2001, and in the metropolitan region in November 2001. This review was the first external evaluation of the Program since statewide implementation.

An Individualised Information Resource for People with Mild Cognitive Impairment and Early Dementia
The project will develop a new information resource that aims to (a) produce individualised information provision about cognitive, psychosocial and practical management strategies for clients and families and (b) facilitate early intervention and support when the client and their family remain capable of learning and benefiting from coping strategies, and, in the case of preclinical dementia, to maximise independence for as long as possible. The resource will be evaluated 12 months after it is disseminated.

ARC Linkages Grant: Expectations of Retirement in the Baby Boom Generation
Individuals, governments, and employers are becoming increasingly aware that the retirement of baby boomers from the workforce will have a major bearing on their own economic and social wellbeing and also the future of younger generations. The national Ageing Baby Boomers in Australia project will focus on individuals born between 1946 and 1958 and will generate an innovative and comprehensive body of knowledge that informs constructive action for better retirement. The research will provide groundbreaking knowledge on baby boomer retirement processes, from preparations and decision-making through to the consequences for the early years of retirement. Comparisons will be made with comparable data from the USA.

Assessment to Service Outcomes - Care Pathways for Older Australians with Dementia, Cardiovascular Disease and Arthritis

Building Sustainable Ageing Rural Communities: A Case Study in Northeast Victoria
This one year project formed the basis for Rachel Winterton’s postdoctoral fellowship at the Institute for Social Participation. The aim of the project was to identify good models of governance and social participation across two regional case studies. The project involved intensive examination of two case study sites, Numurkah and Heathcote. A report of the findings has been prepared; and presentations of the outcomes are currently being given to funding partners, including Victorian government partners and local councils. Four articles are in preparation, as well as conference presentations over 2012.

Child Youth and Family Audit Tool
This short-term project aims to develop an audit tool for use as both an internal and external assessment document for community service organisations that are to be registered under the Children Youth and Family Act 2005. The project has three key deliverables: develop an audit tool to support the internal quality improvement reviews and external quality assurance audits of 105 community service organisations providing family and out-of-home care services; provide advice on sampling to the Department of Human Services regarding the registration process; conduct training in basic CQI practice and in the use of the audit tool.

Children in Focus: Development and Evaluation of a Parent Education Resource for Use in Mediation
A resource to provide an overview of current research and practice material on post-separation parent education and group mediation programs. Children in Focus: Research Project
The project explored comparative outcomes for separated families receiving two different forms of Family Law Mediation. The first group received 'mainstream' child focused mediation (non-child inclusive). The second group received the Children in Focus, Child Consultation model. Outcomes monitored include changes in parental alliance, conflict management, parent-child relationships, contact, child adjustment and children's perception of parental cooperation. Baseline data for parents and children will be collected, and examined against two subsequent timeframes (3 and 12 months post-mediation), in order to test hypotheses that treatment group 2 will demonstrate improved outcomes in each of these areas.

Chronic Disease and Behavioural Risk Factor Surveillance System
The feasibility study was undertaken by a consortium of the Faculty of Health Sciences, La Trobe University; the Victorian Public Health Research and Education Council; the Public Health Information Development Unit, University of Adelaide; and the Menzies School of Health/CRC for Aboriginal and Tropical Health, Darwin. The consortium was advised by the National Public Health Information Working Group and its committees. It had four parts: an audit of chronic disease and associated risk factor monitoring and surveillance policies and practices and international best practice; an analysis and audit of existing chronic disease and associated risk factor data collections; a feasibility study on the development of a nationwide integrated behavioural risk factor information and monitoring system through coordination and harmonisation of approach across all jurisdictions, including options and costings; and a feasibility study on the development of supplementary behavioural risk factor information and monitoring systems, focusing on Aboriginal and Torres Strait Islander people and on remote regions.

Connecting Healthcare In Communities
AIPC recently commenced work on a $1.5 million evaluation of Connecting Healthcare In Communities (CHIC), a major Queensland Health initiative that will establish partnerships involving stakeholders in primary health care in Queensland. This project builds on similar work undertaken by AIPC with Primary Care Partnerships in Victoria. The CHIC Initiative aims to minimise duplication, improve integration and service coordination, and potentially increase the capacity of the health system to improve the health of Queenslanders. In particular, the anticipated outcomes of the CHIC Initiative will include improved integration in health service delivery, reduction in demand for hospital services and better access to primary health care services for Queenslanders. The CHIC Initiative is being implemented progressively and in diverse ways across the state, taking account of other changes in the health system. The evaluation is to be undertaken over four years.

A project is to provide the Department of Health and Ageing with an identification and analysis of best practice in dementia care to inform the development of eligibility criteria and a services and care model for the Extended Aged Care at Home Dementia packages. The aims of the project were to identify and analyse - through a literature review - for people with a diagnosis of dementia and who have complex high care needs associated with cognitive, functional or behavioural deficits and issues, the following: both residential and community models of dementia care found within Australia and internationally; features of the models including optimal service types, mix and intensity and service strategies and approaches required to maintain independent living and functioning; typical client profiles of individuals with complex high-care needs, what the needs are, and how the needs are best met; best practice in needs identification and how client outcomes are measured; best practice in the role of carers in models of care and how carer needs are best met; and best practice in service coordination and management, including intake and assessment, as required to meet the total need of care recipients.

Encouraging Best Practice in Residential Aged Care (EBPRAC) Pain Management Project
The Encouraging Best Practice in Residential Aged Care (EBPRAC) Pain Management Project aims to establish an effective and sustainable implementation strategy for pain assessment and management for the residential aged care setting. Funded by the Australian Government Department of Health and Ageing, the project is led by the National Ageing Research Institute (NARI) in a multi-disciplinary partnership of six research organisations, and five residential aged care facilities, across Victoria, Western Australia and Queensland. The participating residential aged care facilities include a mix of high and low care, small and large facilities, metropolitan and regional facilities.

Entrust-u: Evaluative Life Review and Advance Care Planning
This project involved the development of a volunteer intervention in facilitating advance care planning. Evaluation of National Drug Centres of Excellence
This project focuses on Australia's national centres of excellence on drug use: the National Drug and Alcohol Research Centre; the National Drug Research Institute, and the National Centre for Education and Training on Addiction. The main purpose of the project is to ascertain the effectiveness of the research centres in the provision of quality research and products that contribute to evidence-informed practice by health, law enforcement and education services. Evaluation of the Dementia Care in Hospital Program
The evaluation will include both an assessment of processes (e.g., what was implemented and how, resource allocation, products used, program reach, participant satisfaction) and an outcome evaluation in each setting. Expectations of Retirement in the Baby Boom Generation
Individuals, governments, and employers are becoming increasingly aware that baby boomers' retirement from the workforce will have a major bearing on their own economic and social wellbeing and also the future of younger generations. The national Ageing Baby Boomers in Australia project is focused on individuals born between 1946 and 1958. It will generate an innovative and comprehensive body of knowledge that informs constructive action for better retirement. The research will provide groundbreaking knowledge on baby boomers' retirement processes from preparations and decision-making through to the consequences for the early years of retirement. Home and Community Care National Standards Assessment Program for HACC-funded Agencies Accredited with Quality Improvement and Community Services Accreditation (QICSA)
This project aims to develop and implement an integrated assessment process for assessment against both Quality Improvement Council (QIC) Standards and Accreditation program and the Home and Community Care (HACC) National Standards Assessment program for HACC-funded organisations that are QIC-accredited through Quality Improvement and Community Services Accreditation (QICSA). The implementation phase of the project involves: Conducting an integrated assessment review of 60 QICSA accredited organisations against HACC National Standards and QIC Core and service specific standards; Development of an agreed Action plan relating to continuous quality improvement of HACC services; Participation in a moderation process with two other accreditation providers that are providing a similar service, to ensure consistency in interpretation and the HACC standards and ratings; Participation in a collaborative evaluation of this new model of accreditation assessment.

In 2002, the Lincoln Centre produced two booklets intended to accompany the introduction of the Aged Care Assessment Program Minimum Data Set (MDS) Version 2 Definitions and Coding Guidelines Booklet and the Training Manual. These booklets were distributed nationally and last revised in May 2003. Since that time, both the MDS and the Aged Care Client Record - the form completed by ACAS assessors to collect the MDS, to communicate basic information to service-providers, and to record formal approvals - have undergone substantial changes. Meals on Wheels: Building towards a New Social Experiment for Our Times
Australian Research Council Linkage Grant: This three year Australian Research Council project is designed to provide new models of volunteering for a traditional volunteer service, Meals on Wheels. Psychiatric Disability and Rehabilitation Support Services: Outcome Measurements
A project to develop an outcome measurement approach that could be used by the PDRSS sector. The PDRSS Consumer Outcome Measurement project is one component in the quality improvement strategy for PDRSS. The aim of outcome measurement is to stimulate continuous quality improvement in the PDRSS. This project was guided by the Quality Improvement Reference Group (QIRG), which consisted of service providers, consumers and carers and their respective peak bodies and advocacy organisations, and representatives of the Mental Health Branch of the Department of Human Services (DHS). In addition to meetings with the QIRG, the project team from AIPC also conducted a range of forums around the state, producing and making these papers and other information available on its website. These information distribution strategies were designed to maximise the transparency of the project activities, and its intent, and to provide all stakeholders with reasonable access to the project details.

Recruitment and retention of volunteers for local HACC services
This research project involved a series of focus group discussions across western Sydney region with either current volunteers to the HACC program or those who were not currently volunteering. The aim of the study was to better understand issues of recruitment and retention in these diverse services. Findings from the project have been presented at the National Volunteer Conference, and are currently being drafted into an article. Presentations of the outcomes to the NSW government and to the agencies are also being scheduled, along with a report of the findings.

Responding to the Rural Skills Crisis: Modelling Volunteer Motivations and Incentives to Attract Retired / Semi-retired Professionals to Volunteer in Rural Areas
Australian Research Council Linkage Grant: This three year Australian Research council project involves a partnership with Queensland University of Technology and the Queensland Department of Communities. The project is designed to develop a new model of recruiting newly retired or semi-retired professionals as short-term volunteers for much-needed rural areas. To date, the project has focused on the motivations and needs of potential volunteers, and a paper and two conference presentations have resulted from this phase of the research. The project is now turning to matching volunteers with rural councils to test the implementation phase. Trials will be held in both Queensland and Victoria over 2012.

Review and Identification of an Existing, Validated Comprehensive Assessment Tool
The overall aim of this project was the identification of an existing, validated, comprehensive assessment tool for assessing people with chronic health conditions, and older people with complex care needs, which can be applied to these client groups across service settings. The review objectives were to review existing comprehensive assessment tools for assessing people with chronic health conditions and older people with complex care needs and to identify a validated assessment tool for use in Victoria; and determine if the identified tool complements or duplicates the Handicap Assessment and Resource Tool (HART), should the identified tool not be the HART. The project also required that the infrastructure implications of introducing a standardised comprehensive tool be addressed.

Review and Update of the Service Coordination Tool Template Guidelines
A project to produce new Service Coordination Tool Template Guidelines that reflect the amended tool templates and support their effective use by practitioners. The SCTTs are a set of tools introduced into primary care settings in 2002 designed to facilitate communication between service providers across the community health sector and reduce unnecessary duplication of information collection. Review of Cognitive Dementia and Memory Services (CDAMS)
The CDAMS consist of 17 multidisciplinary specialist clinics covering all Victoria that provide early diagnosis, advice, support, and referral for people with cognitive difficulties causing confusion, memory loss or thinking problems. The evaluation entailed a comparative analysis of the clinics across Victoria that examined the service models, the reach of the clinics, unmet need, progress of clients through the CDAMS service and financial performance of the clinics. The evaluation involved extensive consultation with a wide range of stakeholders and an analysis of existing data sets. A Service Profile Pro forma was developed in consultation with service providers to collect information on salient aspects of the CDAMS operations. The project also involved assessing user satisfaction through interviews with clients and surveys of carers. The impact of the CDAMS on other stakeholders was assessed via interviews of referring general practitioners and surveys of Aged Care Assessment Teams and Psychogeriatric Assessment Teams. Recommendations arising from this project have been influential in guiding subsequent funding and development of this dementia-specific services in Victoria.

Trial of the Aged Care Funding Instrument
A project undertaken in collaboration with Applied Aged Care Solutions Pty Ltd and ACIL Tasman Pty Ltd, involving the design and implementation of a national trial of a new funding instrument - the Aged Care Funding Instrument (ACFI) - for residential care in Australia. The aim is to test options for the introduction of a new funding mechanism for residential aged care using the ACFI to classify people eligible for or currently in Commonwealth-funded residential aged care. The trial covers the use and application of the ACFI in both external (i.e. ACAT) and provider (i.e. residential facilities) contexts.

Trialling the Collection of Data from Aged Care Assessment Teams on their Care Co-ordination Activity
A project to produce and trial materials, draft definitions, and paper-based recording systems to assist ACATs to record care coordination activity reliably and in accordance with the stated objectives of the Department, prior to widespread implementation of recording care coordination late in 2005. The core objective of the Aged Care Assessment Program (ACAP) is to comprehensively assess the needs of frail older people and to facilitate access to available services appropriate to their care needs. Details of assessments are recorded in the Aged Care Client Record. New processes are required to supplement the current data collection in order to record details of care coordination.

Validation of the Functional Profile Service Coordination Tool Template
This project found that the Functional Profile is a useful tool and recommended that it should be retained as part of the revised SCTT suite of tools. It is suggested that the 2006 Functional Profile could be improved by changing the format of the form and adding an item on communication and more specific instructions. There was confusion in the field about what the Functional Profile is and how it should be used. However, agencies that do use the Functional Profile regularly appear to use it well, as a tool both for Initial Needs Assessment (INI) and for referral to other agencies. Staff found the Revised Functional Profile usable; they generally approved of suggested changes to the form. Inter-rater reliability on most of the domains in the Functional Profile was satisfactory in most domains. The project also recommended: that the Functional Profile be given a different name, such as Profile: Need for assistance; that instructions for completing the Functional Profile be improved; and that DHS undertake a wide education process in introducing the revised tool.

Workforce Mapping Project: Rural Public Sector Residential Aged Care Services
This major consultancy project extended over 11 rural aged care facilities across the region, and involved an extensive process of workforce mapping and observation.
