Introduction
The Mental Health Services (MHS) Module is a
service specific set of standards. These standards
explore in more depth the unique service and
program specifications for MHS. For QIC
accreditation, organisations review their mental
health services against the Core Module and the
MHS Module.
Main concepts for mental
health services The standards for mental health services are
based on the following concepts:

Promotion of an understanding of health as a
complete state of physical, social and
emotional wellbeing, not merely the absence
of disease. |

Provision of accessible, available and
affordable mental health services based on
principles of social justice and equity. |
|
Comprehensive program content that
addresses the social, emotional, physical,
cultural and environmental aspects of mental
health by providing treatment, early
identification and intervention, and mental
health promotion services. |

The participation of people and communities
in debate and decision-making about mental
health issues and their own health care. |
|
Organisational structures that promote
collaboration and multidisciplinary
approaches to maximise outcomes for
consumers. |
|
Promoting health through working
collaboratively with other sectors to address
the social and environmental factors that
inhibit mental health and wellbeing. |
|
Commitment to the principles contained in
the Australian Health Ministers’ Mental Health
Statement of Rights and Responsibilities (1991)
and the United Nations Principles on the
Protection of Persons with Mental Illness. |

MHS quality journal
The document you complete when you self-
assess against the MHS standards is called a
quality journal and it is organised into sections
following the service specific standards. An
organisation must collect evidence about its
systems and quality improvement activities in
order to determine whether or not it meets a
standard. As in the core module there are
evidence questions to prompt your thinking about
your systems. A QIC standards guide is available
to support your self assessment. |
