There is an increasing demand for individuals who are skilled at conducting an independent systematic quality review of health and community support services. These skills are in demand for formal quality standards and accreditation programs such as those offered through the Quality Improvement Council (QIC), the Australian Council on Healthcare Standards (i.e. the EQuIP program) and organisations that use the ISO certification system. Similar skills are also in demand at an individual agency level for quality systems that services choose to implement; in some cases particular projects require quality review as a component of the evaluation strategy. This subject is a prerequisite for all individuals who wish to train to become reviewers for QICSA.

SUBJECT DETAILS

Unit description — This unit consists of learning tasks and activities designed to help students understand the theoretical basis and develop the practical skills for systematically reviewing and evaluating organisational operations and service delivery. These skills can be applied in informal situations as well as in formal accreditation and quality assurance programs. In addition to the skills necessary to undertake a systematic review and evaluation, graduates will be well equipped to formulate recommendations that might improve organisational performance and service delivery.

Class requirements — 12 hours of lectures and 9 hours of tutorials/workshops to be block taught on campus over one week; plus 14 hours of non-class-based learning (course notes, publications and extracts) and study tasks to occur in the three weeks subsequent to the on-campus teaching. The assignment is due six weeks after completion of the on-campus teaching.

Learning Objectives

Students will:

  • Understand the conceptual basis to CQI, and appreciate the nature and implications of research into CQI and its application in practice
  • be familiar with some techniques and principles behind CQI project planning
  • be familiar with the application of Occupational Health and Safety law in Victoria
  • develop the basic skills for communicating and interviewing for the purpose of quality review
  • understand the role and content of client health records as they relate to the quality review process
  • be familiar with the application of the Health Records Act and Privacy legislation in Victoria
  • understand the conceptual basis and practical applications of document control in hard copy and electronic information environments
  • understand how a range of skills are integrated depending on the circumstances that are encountered in a quality review
  • be able to apply some of the key skills and knowledge that are required of an effective reviewer
  • be familiar with the criteria for becoming a reviewer in the Quality Improvement Council’s Standards and Accreditation Program.

    ASSESSMENT

    A 3000-word assignment (70%) and one-hour examination of multiple choice type questions (30%).
