4.1
GP and Community Health Forum follow-up
VHA working group report
Working Group met with DHS to explore the best way to support the sector around use of the MBS items. DHS does see potential for CHS to grow budgets through MBS and potentially high income stream if can get on top of it. DHS putting out recommendations on business models end of this year or early next year. Paxton Partners consultancy has shown that it is not possible to make
money out of running GP practices in a CHS.

VHA Primary Health Care Reform
~Will be drafting response to Strategy discussion paper based on previous position statement
~Developing 3-4 free one day forums per year at VHA with guest speakers in the morning and discussion/identification of advocacy issues in the afternoon. Looking at specific issues; e.g.,dental, clinical governance issues around GPs in CHS. For around 40 people 10.30-3.30 on Fridays. Potential to engage beyond CEOs.

ATO tax ruling update
Legislation is currently in Parliament and hopefully passed in the Autumn session next year. A few matters still to be clarified - date for proposed changes and ATO’s satisfaction. CHS need to move from Incorporated Assoc. Act to Corporations Act and there will be 90 days for all CHS to go through this process. Any agency will be able to apply to be a registered CHS provided they meet certain criteria but this won’t bring funding. Need a service agreement for that. The ATO issue has potentially strengthened CH particularly in rural areas.

Other matters
~ A charge for CH assets had been floated but this was impractical. VHA lobbied and proposal has been dropped
~ Brief discussion around Super Clinics.

Follow-up from meeting with Commonwealth

~ PHC Strategy discussion paper out – responses to be in by 27 February


~ Preventative Health Taskforce paper out – responses by beginning January VHA will be undertaking workshops to assist with their responses. DoHA will be undertaking consultations in February


~ Grant Thornton Aged Care Survey has come out – paints a bleak picture of residential aged care and future capacity. Indicates low return on investment and that the best return is from those services not making improvements to infrastructure; that is, there
is a disincentive to upgrade. Increasing need for high levels of care and some operators likely to get out. Often need more land for improvements but can only afford this in outer areas so dislocating residents from their family and GP supports. Highlights the value of community care services.

~ Currently Senate Enquiry around Aged Care. GPV will be putting in submission around difficulties associated with locating residential aged care facilities in areas where access to GP services is limited or non-existent.

~ VAADA is bringing out Carol Colleran from the US to speak at their conference on 19 and 20 February about alcohol and drug treatment and aged care.
~ WHO has brought out a report on the anniversary of Alma Ata emphasising the importance of primary care.
~ WHO has also brought out a report from the Commission on the social determinants of health.

~ RM reported on the Health Independence Guidelines that have just been released. Appears to be a silo approach and potentially undermine Care in Your Community. At DHS website

~ Blueprint for Alcohol and Other Drug (AOD) Treatment Services to be launched early December after four years. To be cost neutral.

~ VHA undertaking workshop Friday 21 November on Population Health. Will assist in developing future directions.

~ DHS is putting out primary health care discussion paper – now postponed until December 2008 and to be followed by consultations early next year. Not sure of context but may be to assist with responses to Commonwealth papers.

Care in your community (CiYC)
~ Trial showed what could be achieved but at significant cost. Cost of implementation an issue. Frankston in implementation phase.

VPCHN (the Network) membership
~ MS met with Timothy Moore from VACCHO to discuss their involvement in the Network. Timely in that their strategic plan calls for more engagement. They may delegate representation to service level. Unlikely to be Timothy. They will let us know their decision regarding involvement

VPCHN conference
JM reported on first meeting with MAV and the Centre for Excellence in Child and Family Welfare re development of the Conference. Some difficulty in establishing common themes of interest. (Previous theme: Health Concerns around School Readiness). Asked for clarification of expected outcomes. Network confirmed wanted better information and coordination around services for children to ensure they didn’t fall through gaps in service provision. Look at potential value adding by working together. Frankston/Mornington could be good practice example

Australian Journal of Primary Health Care
~ Editorial Board met 27th October
~ Contract is signed handing publishing to CSIRO Publishing from next year for 3 years
~ Journal will have electronic format in addition to hard copy which will include redesigned cover and format – can download (with payment) individual articles
~ Four issues a year but cost of subscription will increase
~ New editors-in-chief will be required in the future. Hal has signalled his intention to step down from the beginning of next year and Rae Walker
6.5
National Network

~ Primary Health Care Think Tank was held by AHHA as part of their Conference. Went well and AHHA will use information to develop responses to the various discussion papers. Discussed option of coordinated National Network response but probably not possible.

~ National Network in partnership with Quality Improvement Council in submission to undertake Primary Health Care Quality and Safety Conference. Appears to be support but not confirmed.

Research Project  
~ JM still redrafting recommendations. In particular looking at potential role for Network acting as brokerage service between sector and academics/universities to get the best and most relevant outcome for both. Seeking further information on potential models. Could also look at next phase for the research project or this could replace it.

~ Research would need to have practical application.

~ Denise currently away so some time to work on this
