Critical Reflections on Partnerships

Multi-sector collaboration has been regarded as one of the most important strategies in combating AIDS. Partnerships between government and NGOs, between government and business groups, and between NGOs and business are critical in achieving intended result. Yet there are some common elements that often lead to such partnership ineffective or as a token.

It was suggested that there are several elements to effective partnerships: a mutually supportive atmosphere to encourage collaboration with effective administrative arrangements; open channels of communications between partners with the active pursuit in winning the understanding and support has to be in mind; it should be very clear what technical assistance and resources are available and how they can be implemented. In conclusion, it is suggested that building good partnership needs good governance mechanisms to lead to appropriate administration arrangement, creation of enabling situation for open communications, and building of good relationships among partners.
