Policy Forum I: HIV and Development

Supported by the World Bank Dr Tia Phalla presented an analysis of the epidemic in Cambodia and then overview of the multi-sectoral response of Cambodia that has been widely credited with a reduction in the incidence of HIV transmission. Advocacy, effective networking, efficient resource mobilisation and good governance, he claimed were the keys and the challenges to developing a multi sectoral approach.

Prof Wang Ruotao of China dealt with challenges in AIDS law from the perspective of the medical profession in contemporary China. Chinese Law, like the legislators of many countries who do not understand the nature of the epidemic, is slow to move on legislation to prevent the spread of HIV/AIDS.
