HIV risk is not an individual matter.
Vulnerabilities are based in socio-economic settings
that enhance the risk in individual situations. Three
areas have been identified for particular attention:
population movements; sex work and drug use. Furthermore,
these socio-economic settings often relate to larger
social, economic and political forces. This theme will
address what barriers exist for effective action, what
works, and what lessons can be drawn from successes
and failures in addressing the socio-economic determinants
