VOLUNTARY GENERAL SERVICE FEE

The Commonwealth Government recently passed legislation prohibiting higher education providers from charging a compulsory General Service Fee. This legislation came into effect on 1 July 2006 for students commencing their course from 1 July onwards. For further information, please visit the following link:

Students enrolling before 1 July 2006 are subject to the existing arrangements for their higher education provider. La Trobe University will assess GSF (Compulsory) on the basis of annual load. The amount of GSF (Compulsory) calculated according to load in 2006 will appear on your Statement of Account.

La Trobe University students are required to pay the GSF (Compulsory) for the full year and will continue to have access to the full range of services throughout 2006.

From 1 January 2007 students will be offered the opportunity to voluntarily subscribe to services.

GENERAL SERVICE FEE (Compulsory)

General Service Fees (GSF) refers to the compulsory fee component previously required to be paid by all students. The GSF rates for 2006 are as follows:

For all teaching periods, GSF (Compulsory) is due and payable on the date specified on the University's Statement of Account. A student must not have incurred any tuition fee, HECS-HELP or FEE-HELP liability to be entitled to a full refund of the GSF. Seek further information and advice on the GSF from your local Student Administration Office.

Single Unit Fees
La Trobe University offer Single Unit (Non Award) studies on a fee paying basis to domestic and international students. Seek further information and advice from your local Student Administration Office.

International Students
International students who do not have their fees paid by a sponsor must pay the normal semester fee by the required payment date appearing on their Statement of Account. Tuition fees published by the University are based on a normal full-time study load.

Commonwealth Supported Places (CSP)

As a Commonwealth supported student, the Australian government will contribute towards the cost of your education. Students who are offered CSP are usually required to pay a student contribution.

Student Learning Entitlement
If you are an Australian citizen, New Zealand citizen, or a holder of an Australian permanent visa (including Australian permanent humanitarian visa) you will receive a Student Learning Entitlement (SLE) giving you access to 7 years full-time (or part-time equivalent) as a Commonwealth Supported student.
Additional SLE is allocated in specific circumstances, for example if you are enrolled in an undergraduate course longer than six years. SLE is consumed as the student enrolment is finalised after each Census Dates.

Eligibility
Commonwealth Supported students may be eligible for HECS-HELP assistance to help pay your student contribution amount.
To be eligible for HECS-HELP, you must be either an Australian citizen or holder of an Australian permanent humanitarian visa. Until the end of 2008, New Zealand citizens and pre-2005 HECS students may also be eligible. Refer to 'Information for Commonwealth Supported Students 2006' booklet available from your local Student Administration Office for further information.

Payment of Student Contributions
All Australian citizens and holders of permanent humanitarian visas, who hold a CSP, may choose one of the following methods to pay their student contribution amount:

  • pay the full student contribution amount up-front or make a partial payment ($500 or more) and receive a 20% discount on the amount paid;
    OR
  • defer their student contribution amount by taking out a HECS-HELP or FEE-HELP debt, which will be repaid via the Australian Taxation Office when the student's income reaches the threshholds set by the government.

New Zealand citizens and permanent residents (other than an Australian permanent humanitarian visa) must pay the full student contribution amount up-front without any discount.

Applications
You must have an enrolment at La Trobe University and submit a completed "Request for Commonwealth Support and HECS-HELP Form" at your local Student Administration Office. You must also have sufficient SLE to cover the unit in which you are enrolling.

HECS-HELP Student Contribution Amounts

The student contribution amount you must pay each year is determined by the University within a range set by the Australian Government and depends on your units of study. The student contribution amount for an equivalent full time study load at La Trobe University for 2007 will be:

FEE-HELP

FEE-HELP is a loan scheme that assists students who are not Commonwealth Supported to pay their tuition fees. FEE-HELP replaces previous loan schemes including the Postgraduate Education Loan Scheme (PELS), Open Learning Deferred Payment Scheme (OLDPS), and Bridging for Overseas-Trained Professionals Loan Scheme (BOTPLS). FEE-HELP covers student tuition amounts up to $50,000.

Eligibility
To be eligible for FEE-HELP, you must not be Commonwealth supported in the unit of study for which you are applying. You must be either an Australian citizen or holder of an Australian permanent humanitarian visa, or a holder of a permament visa undertaking a bridging course for overseas-trained professionals.

FEE-HELP Assistance
If eligible for FEE-HELP, you can pay your tuition fee by:

  • paying some of the tuition fee and requesting a FEE-HELP assistance for the balance of the fee;
    OR
  • requesting FEE-HELP assistance for the full tuition fee.

Applications
You must complete and submit a Request for FEE-HELP Assistance Form at your local Student Administration Office. All forms must be submitted on the day of enrolment.

OS-HELP

The Department of Education, Science and Training (DEST) will allocate a number of notional OS-HELP loans valued up to $5,000 each to La Trobe University to provide financial assistance to eligible Commonwealth supported students wishing to undertake part of their study overseas. Scholarships for 2006

La Trobe University offers a number of scholarships to financially assist students commencing study in 2006.

The Australian government has also established the Commonwealth Learning Scholarship (CLS) Programme to provide financial assistance to students from a low socio-economic background, rural and regional area or indigenous background. REFUNDS

Refund of General Service Fees (Compulsory)
Assessment of the GSF (Compulsory) is calculated across the entire year and a refund is dependant on the consideration of entire study load and individual unit census dates in a given academic year.

Refund of Unit Fees, HECS-HELP and FEE-HELP
Prior to a Unit Census Date, applications can be made to have any Unit tuition fees and part payments with respect to HECS-HELP and FEE-HELP liability, refunded directly by Electronic Funds Transfer.

After a Unit Census Date, normally liability is non refundable. If a student becomes seriously ill or other special circumstances occur and they are unable to continue studies, application can be made to have their Fee, HECS-HELP or FEE-HELP debt for the semester reduced or removed. 'Special circumstances' does not include lack of knowledge or understanding of fees and how they are administrered, or of La Trobe University's enrolment procedures and regulations.

Applications for Refund
Applications can be made via the appropriate refund forms.
